Why would God require a sacrifice to forgive sins? Why can’t He simply forgive?

All have sinned.

We read in Hebrews 9:22 says that without the shedding of blood there’s no forgiveness of sin. (Torah- Leviticus 17:11) reads this “For the life of the flesh is in the blood and I have given it for you on the altar to make atonement for your souls; or it is the blood by reason of the life that makes atonement.” Humans need a substitute. God cannot simply forgive for He is both good and righteous. If He simply forgives our sins, then it would be an unrighteous ruling. God being good, became the substitute for us.
